Maybe from in game Options -> Mods you can change it but otherwise: When starting a new game, click on sandbox then when you get to the sandbox options screen you'll have "Skill Recovery Journal" on the list and can select the options from there. You will see the option to "transcribe journal" when you have a writing tool and bound journal (that is unclaimed or one you've written in before.)
