I had this same problem with my '92 a couple weeks ago. The starter relay checked out but the green/white wire from the relay wouldn't send the signal to the small terminal on the starter. The green/white wire leaves the relay/fuse box and goes back into the large wire bundle and later comes out and goes down to the starter.take the left front tire off. remove the pins, screws for the fender well. not all of them. The relay housing is more up front ,up under the wheel well. its in a housing like. have to unscrew the hosing from bracket. I think its 8-10mm socket.
