Enclave flamer uses Rifleman perks. You're gonna need the Rifleman perks for it due to some bizarre FO76 logic. AA if you’re not bloodied. But bloodied does the most damage. FYI, it is affected by rifleman perks not commando. As said previously AA or bloodied. AA/B, FFR/50VC, 25AP. Calibrated beta wave tuner. The Plasma Pistol Flamer is one of the most overpowered and fun to use weapons in Fallout 76. ESSENTIALLY the Flamer mod turns this Plasma Pistol into a crazy toxic energy based flame thrower that will melt all your enemies within seconds, and (using this build) it’ll help you sustain damage all the while. To add to that, the Flamer mod can only be found at the two Watoga vendors, but other vendors can have mods for the Enclave Plasma, potentially only the NVGs.

I just got one (aligned flamer barrel) from one of those vendors but it's a rare mod of course and you can server hop for hours on end trying to get it. I just checked and the rifleman perks increase the damage on a plasma rifle with the flamer mod. I suppose it might depend on what attachments you have on it. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod.
